"நமக்கு நாமே" பயணத்தின் 9 வது நாளான இன்று திண்டுக்கல் மாவட்டத்தில் உள்ள வியாபாரிகள், நெசவாளர்கள், மகளிர் சுய உதவிக்குழுவினர், மாணவர்கள், விவசாயிகள் அனைத்து தரப்பினரையும் சந்தித்தேன். அவர்களுடன் கலந்துரையாடினேன். அவர்கள் வைத்த கோரிக்கைகள் பல இருப்பினும், அதிமுக ஆட்சியை வீட்டுக்கு அனுப்ப வேண்டும் என்பதில் அனைவரும் ஒருமுகமாக இருந்ததை உணர்ந்தேன். நெசவாளர்கள் மோசமாக பாதிக்கப்பட்டுள்ளார்கள். அவர்களுடனான கலந்துரையாடலின் போது "23க்கும் மேற்பட்ட நெசவாளர் கூட்டுறவு சங்கங்கள் கழக ஆட்சியின் போது சிறப்பாக செயல்பட்டன. ஆனால் இன்றைக்கு அதிமுக ஆட்சியில் ஒரு சங்கம் கூட உருப்படியாக செயல்படவில்லை" என்று என்னிடம் புகார் தெரிவித்தார்கள். அது மட்டுமின்றி, "நெசவாளர் பூங்கா" அமைக்க வேண்டும் என்று தேர்தல் வாக்குறுதி கொடுத்து நெசவாளர்களை ஏமாற்றிய அதிமுக இப்போது மறந்து விட்டது என்றும் குற்றம் சாட்டினார்கள். சாயப் பட்டறைகளும் இழுத்து மூடப்பட்டுள்ளன. இந்நிலையில், மாவட்டத்தில் உள்ள நெசவாளர்கள் அதிமுக ஆட்சியில் சொல்லொனத் தொல்லையில் சிக்கி திண்டாடிக் கொண்டிருக்கிறார்கள் என்பதை உணர்ந்து வேதனைப்பட்டேன். நெசவாளர் சமுதாயத்தை காப்பாற்றத் தவறியிருக்கிறது இந்த அரசு. விவசாயிகளிடம் கலந்துரையாடினேன். மாவட்டத்தில் உள்ள பல்வேறு பகுதிகளிலும் இருந்து வந்திருந்த விவசாயிகளைப் பார்த்து நான் மகிழ்ச்சியுற்றாலும் அவர்கள் இந்த அதிமுக ஆட்சியில் படும் துயரங்கள் மோசமானவை. அதாவது, தொடர் மின்வெட்டு, கடுமையான வறட்சி, அதிமுக அரசின் விவசாயிகள் விரோத கொள்கை போன்றவை விவசாயிகளை பாடாய் படுத்துகிறது. ஏலக்காய் விவசாயிகள் வணிகவரித்துறை அதிகாரிகளின் டார்ச்சரால் வேதனைப்படுகிறார்கள். மலைப்பகுதியில் உள்ள காபி விவசாயிகள் இயற்கை சீற்றத்தால் ஏற்படும் பாதிப்புகளில் இருந்து மீள முடியவில்லை. அவர்களை அதிமுக அரசு கண்டு கொள்வதும் இல்லை. தென்னை விவசாயிகள் உரிய விலை கிடைக்காமல் அவதிப்படுகிறார்கள். இவற்றையெல்லாம் பார்த்த எனக்கு, "பூட்டுக்கு"ப் பெயர் போன திண்டுக்கல் மாவட்ட மக்கள், அதிமுக அரசுக்கும் பூட்டுப் போடுவார்கள் என்று உணர்ந்தேன்.

It is the 9th day of Nammaku Naame, and I am in Dindigul. I have had a series of meetings with traders, weavers, SHGs, students and farmers. Their concerns are many, but one striking note is that every one of them wants to oust the AIADMK Government. Amongst them, the most distressed is the weaving community. In a detailed discussion with them, they told me that there were 23 flourishing weaving societies under the DMK tenure and today there is not even 1 that is active! They had requested the AIADMK government for an industrial park but once the ADMK Government was elected, they conveniently forgot this promise. The dyeing factories are closing down. From this discussion it became evident that the government has done little to promote this community. It is because of such inaction, that the number of weavers is dwindling. If there is no support from the government, we are going to lose a valuable part of our tradition and culture. The other significant discussion I had was with the farming community. I was overwhelmed to see that farmers from different parts of the district had attended this meeting. The well- known problems for agriculture in Tamil Nadu are the lack of water, electricity and anti-farmer policies by the current Government. However, specific categories of farmers have specific issues. Cardamom farmers are being harassed by Sales Tax officers, coffee plantation owners from the hills have no protection from natural disasters like floods or avalanches, and coconut farmers are suffering because of low prices. Since Dindigul is famous for its locks, it is time the people of Dindigul locked away the ADMK government.

"நமக்கு நாமே" பயணத்தின் எட்டாவது நாளாக இன்று தேனியில் ஆா்வமும் எதிா்பாா்ப்பும் நிறைந்த வரவேற்புடன் எனது பயணம் தொடா்ந்தது. ஜக்கம்பட்டி நகரில் உள்ள ஒரு தேனீா் கடையின் உரிமையாளா் என்னை அன்புடன் அழைத்து காலை தேனீர் அளித்தாா். அதனை தொடா்ந்து ராயப்பன்பட்டி கிராமத்தில் உள்ள கிராம பள்ளியில் அந்த கிராமத்தில் வசிப்பவா்களுடன் பல்வேறு விஷயங்கள் குறித்து கலந்துரையாடினேன்.

அப்போது பேசிய ஒரு பெண் நாங்கள் கலந்துரையாடிக் கொண்டிருந்த கிராம பள்ளி 1967-ம் ஆண்டில் நடைபெற்ற திமுக ஆட்சியில், தலைவா் கலைஞா் அவா்கள் பொதுப்பணித்துறை அமைச்சராக பொறுப்பேற்ற சமயத்தில் உருவாக்கப்பட்ட பள்ளி என குறிப்பிட்டாா். ஒரு நல்ல அரசாங்கம் செயல்படுத்தும் வளா்ச்சித் திட்டங்கள் தலைமுறைகள் கடந்தும் ஏற்படுத்தக்கூடிய பிரதிபலிப்புகளுக்கு ஒரு உதாரணமாக அமைந்தது.

தொடா்ந்து அந்த பெண் பேசுகையில், தமிழ்வழி கல்வி பெற்றதால் வேலை வாய்ப்பு பெறுவதில் தான் சந்தித்த இன்னல்களை எடுத்துரைத்தாா். கிராமங்களும் நகரங்களுக்கும் இடையில் ஏற்பட்டுள்ள பெரும் இடைவெளியையும், அதனால் கிராமத்தை சோ்ந்த பட்டதாரிகள் நகரங்களில் வேலைவாய்ப்பு பெறுவதில் சந்திக்கும் கடுமையான சவால்களையும், இதுபோன்ற காரணங்களால் தமிழ்நாடு முழுவதும் வேலையில்லா திண்டாட்டம் பெருகி உள்ளதையும் அப்பெண்ணின் எளிய வாா்த்தைகள் விரிவாக எடுத்துரைத்தன.

கலந்துரையாடலில் பங்கேற்ற மேலும் சில பெண்மணிகள் மதுவால் தாங்கள் அன்றாட வாழ்வில் சந்திக்கும் பல பிரச்சினைகள் குறித்தும் எனவே மது விலக்கு அமுல்படுத்த வேண்டும் என வலியுறுத்தியதோடு, அதிமுக ஆட்சியில் குடும்பத்தினருக்கு தேவையான பொருட்கள் ரேஷன் கடைகளில் முறையாக வழங்கப்படாததால் ஏற்படும் இன்னல்களையும் விரிவாக எடுத்துரைத்தனர்.

அதேபோல திராட்சை விவசாயிகள் கடந்த திமுக ஆட்சியில் ரூபாய் 2 கோடி மதிப்பில் உருவாக்கிய குளிர்பதன சேமிப்பு அறைகள் இன்றைய ஆட்சியாளர்கள் பராமரிக்காமல் விட்டதால், தங்கள் உற்பத்தி பொருட்கள் பாழாவது குறித்து வேதனை தெரிவித்தனர். பருவமழை பொய்த்ததால் ஏற்பட்டுள்ள நஷ்டங்கள் அவர்களது வேதனையை இருமடங்காக்கி உள்ளது. ஏற்கனவே கடுமையாக பாதிக்கப்பட்டுள்ள திராட்சை விவசாயிகளின் வாழ்வாதாரம், பயிர் காப்பீடு பெறுவதில் உள்ள நடைமுறை சிக்கல்களும், உற்பத்தி செய்யும் பொருட்களின் சந்தை மதிப்பு குறைந்து இருப்பது போன்ற காரணங்களால் மேலும் பாதித்து வருகிறது.

திமுகழகம் திராட்சை விவசாயிகளின் முன்னேற்றத்துக்கு உரிய நடவடிக்கைகளை மேற்கொள்ளும் என அவர்களுக்கு உறுதி அளித்த பிறகு மதிப்புக்குரிய ஜான் பென்னி குயிக் அவர்களின் திருவுருவ சிலைக்கு மரியாதை செலுத்தினேன். சேவை என்பதன் மிகப்பெரிய அடையாளமாக உள்ள, ஆங்கிலேய ஆட்சி காலத்தில், முல்லை பெரியாறு அணையை கட்டி முடிக்கும் பொறியாளராக பொறுப்பேற்றிருந்த பென்னி குயிக் அவர்கள், தான் பொறுப்பேற்ற பணியை செய்து முடிப்பதற்காக தனது சொந்த சொத்துக்களையும் விற்று, பணியை நிறைவேற்றியவர். அவரது தொலைநோக்கு பார்வையுடன், தமிழக மக்கள் மீதான மாறாத பற்றினால் அவர் ஆற்றிய சேவை இன்று வரையிலும் நமக்கு பலனளித்து வருகிறது.

தண்ணீர் பற்றாக்குறை தமிழகத்தில் வசிக்கும் ஒவ்வொருவரையும் பாதித்து வருகிறது. தேனீ மக்களின் குடிநீர் தேவையை நிறைவேற்ற ரூபாய் 18.80 கோடி மதிப்பில் திட்டமிடப்பட்டு, பூமி பூஜை போடப்பட்ட தேனீ கூட்டு குடிநீர் திட்டம், ஆட்சி மாற்றம் ஏற்பட்ட பிறகு இன்று வரை கிடப்பில் போடப்பட்டு உள்ளது. சுருலிபட்டி உரைகிணறு கூட்டு குடிநீர் திட்டம் முறையாக பராமரிக்க படாததால் குடிநீர் கெட்டு, பூச்சிகளும் புழுக்களும் நிறைந்த நீரை உபயோகிப்பதால் ஏராளமானோர் உடல்நலம் பாதிக்கப்பட்டு அவதி படுவதாக பொதுமக்கள் வேதனையுடன் தெரிவிக்கின்றனர். இந்த மாவட்டத்தின் நிலை இப்படி இருக்கும்போது, மிகவும் பின்தங்கியுள்ள இந்த பகுதியின் மக்கள் தங்களின் வாழ்வாதாரத்துக்காக கடுமையாக போராடி கொண்டுள்ள நிலையில், தமிழகத்தின் மற்ற பகுதிகள் எந்த நிலையில் இருக்கும் என்பதை கற்பனை செய்து கூட பார்க்க முடியாத அளவுக்கு பாதிக்கப்பட்டுள்ள நிலையில், இருமுறை முதலமைச்சராக பொறுப்பேற்ற, இதே பகுதியை சேர்ந்த ஓ. பன்னீர்செல்வம் எங்கே, என்ன செய்து கொண்டு இருக்கிறார் ?

I am in the hills of Theni for the eighth day of Namakku Naame. My day started with an exuberant welcome in Jakkampatti town where a tea shop owner ushered me graciously into his shop for a delicious morning tea. Following this, I had a detailed interaction with the villagers in Royappanpatti in their village school. Coincidentally, a young girl reminded me that this school was established in 1967 during the DMK regime, when Dr. Kalaignar was the PWD minister. It is a simple reminder how the impact of good governance and infrastructure development can impact generations. She also mentioned her difficulty in the job market due to the lack of relevant support for Tamil medium educated students while applying for jobs. In her simple words she explained the rural-urban divide where rural graduates lose out to urban counterparts in the competitive job market and unemployment crisis, which the state is currently facing. This crisis is something we must resolve at the earliest for the future of our youth. The ladies in the group further emphasized the need for prohibition and shared with me their everyday difficulty of not being able to get allocated goods from the ration shops during the ADMK governance. Grape farmers further grieved over the non-maintenance of the cold-storage facilities that the DMK government had built for them earlier, and had allocated Rs. 2 crores for that project. Lack of cold storage easily destroys their perishable crop. They lamented that this coupled with unsure monsoons, difficulties in availing crop insurances and low market prices has deeply affected their already meagre livelihoods. I assured them the DMK will continue to work for bettering their livelihoods and proceeded to pay my respects to Mr. John Pennycuick at his statue. A stellar example of service, he was a British civil servant and engineer who was committed to the completion of the Mullaiperiyar dam and even sold his wealth for the cause. His visionary engineering and deep affection to the Tamil people serves us till date!

Water scarcity is affecting everyone in Tamil Nadu. The people of Theni were promised a Rs. 18.80 crore combined water supply scheme which despite bhoomi poojai’s has not seen the light of day. Existing Lower Camp and Surulipatti Uraikinaru Combined Water Supply Schemes suffer from improper maintenance where people complain of sewage and worms contaminating the water, posing multiple health hazards. If this is the condition for this district where the two times Chief Minister Mr. O. Panneerselvam hails from, which still remains backward and its people struggling to make ends meet, one can only imagine the situation in the rest of the state to be worse off.
